In a small bowl, combine honey, mustard, garlic, oil, rosemary, thyme, salt, and pepper.
Generously brush or spoon the honey mustard mixture over the chicken.
Bake for 40 to 45 minutes or until the chicken reaches a safe internal temperature of 165°F. For a crispy skin, turn on the top oven broiler during the last 2 to 3 minutes.
