Start by thawing the broccoli and microwaving it for about 5 minutes. Make sure to drain it thoroughly and cut any large florets into bite-sized pieces.
In a mixing bowl, combine warm cooked rice, diced onion, cream of mushroom soup, milk, salt, pepper, garlic powder, paprika, and 1 cup of shredded cheddar. Stir until well combined, then gently fold in the broccoli.
Transfer the mixture into a greased 9x13-inch baking dish and sprinkle the remaining 1 cup of shredded cheddar cheese on top.
