In a medium bowl, mix together flour, baking powder, salt, sugar, and spices. Set this mixture aside.
In a separate bowl, combine pumpkin, milk, melted butter, and vanilla until well blended. Pour this mixture into the dry ingredients and stir until a thick batter forms. Transfer the batter into a small 8-inch casserole dish with high sides.
In another bowl, combine sugar, brown sugar, and pecans. Sprinkle this mixture evenly over the top of the batter.
Carefully pour hot water over the entire surface without stirring.
Bake for 40 minutes, or until the center is set. (Place the dish on a baking sheet to catch any overflow.)
Allow to cool for 5-10 minutes before serving. Garnish with additional pecans and vanilla ice cream if desired.
